Starting January 1, 2027, staffing agencies will only be allowed to operate if they have official authorization. The government’s goal is to improve the quality of staffing agencies, prevent abuses, and make the labor market fairer.
The key provisions of the Wtta:

- A security deposit of €50,000 to €100,000 that staffing agencies are required to maintain.
- Enforcement by the Dutch Labor Inspectorate, which will begin strict enforcement starting in 2028.
